[Commotion-admin] [commotion-dashboard-helper] Modify the dashboard helper to use lua instead of curl. (#7)

Currently the dashboard helper uses curl to push information to an offsite dashboard via HTTP. We should instead use the existing lua libraries for this, as curl pulls in libopenssl as a dependency, which is otherwise unnecessary (and unnecessarily huge).
