[Commotion-admin] [commotion-openwrt] Resolves Issue #27 of commotion-feed repo (#64)

To test, you will need to make a new build.

Before building, modify the feeds.conf file to replace
src-git commotion git://github.com/opentechinstitute/commotion-feed.git
with
src-git commotion git://github.com/hawkinswnaf/commotion-feed.git;no-27-custom-wpad-mini

the make a clean build. 

Once the build is complete, confirm that this fix works by 
a) ensuring that the node is able to mesh with existing nodes on an encrypted backhaul and
b) connecting to the node's AP using encryption.

Once those tests are complete, merge this branch at the same time that you merge no-27-custom-wpad-mini branch in the commotion-feed repo.
