[Commotion-admin] [luci-commotion] Embed CBI in alternate view. (#48)

Using a modified Header combined with cbi("page", {config.noheader = true, nofic.nofooter=true}) allows for a secondary theme to be loaded only on specific nodes/tree's in the luci menu. A mock-up has been created at https://github.com/opentechinstitute/luci-theme-commotion/tree/usability for use with the cbi menu's created in this repo.
