[Commotion-admin] [luci-commotion] front page (page) (#89)

[Seamus Tuohy]

- Unsplashed client connects to the network.
- Sees the splashpage(now being called "Welcome page"), which has the
applications button and the internet button
- Authenticates through either one
- all other "thisnode" calls go to the apps portal, with a link to login to
the admin page
- If the splashpage is not turned on, thisnode takes you to the apps portal
