[Commotion-admin] [commotion-linux-py] Add master commotion.conf config file (#10)

We need a location to semi-permanently indicate preferences including:
* Whether to use the built-in version of wpa_supplicant, or a custom-compiled one
* What network interface to use (currently selected at random)
* Default olsrd.conf file (currently hard-coded within in the code)
* What plugins are present (ie, commotion-mesh-applet, nm-dispatcher, etc.)
