[Commotion-admin] [commotion-feed] Add feed to create package for Zabbix Nodogsplash monitor (#31)

Hello @dismantl and @critzo. Sorry I didn't include these before now!

1. Make a new build using this commotion-feed.
2. Make sure that build properly meshes, etc (standard regression)
3. make package/feeds/commotion/zabbix-nds
4. Take the resulting package (in the bin/ar71xx/packages/ directory) and give it to @prestonrhea 
5. He will deploy that to a RHI node and verify that it is working as expected!
