[Commotion-admin] [luci-commotion] Create a lightweight visual glossary of illustration components (#113)

Using an SCG "glossary" containing the key components of our illustrations we can created nested help images that use compound embedding of SVG's. This will reduce the overall memory needed to display complex arrangements of basic components.
