[Commotion-admin] [commotion-apps] Expiring applications (#20)

People don't expect local app announcements to expire after 24 hours, as they do now. Instead of expiring apps by default, and not allowing permanent announcements from other nodes, apps should be permanent by default.

1) Change "Is this application permanent?" option in add app form to "Is this application temporary?".
2) Add option to admin apps settings page that forces all announcements from other apps to expire after 24 hours (not checked by default).
