[Commotion-admin] [commotion-feed] Repo cleanup (#17)

This branch represents a first pass at a massive refactor and cleanup of the OpenWRT buildsystem. This will constitute temporary repo and build breakage, as it also involves merging and renaming repositories and branches. As such, it can't be easily tested beforehand per-se, but I would appreciate someone looking over it before I proceed further.

  * Merge commotion-bigboard-send and luci-commotion-dash, massively refactor packaging, rename to commotion-dashboard-helper and luci-commotion-dashboard.
  * Add conffile option to Makefile for commotiond.
  * Add collection meta-packages.
  * First pass at trying to cleanup LuCI dependencies.
  * Add license file.
