[Commotion-admin] [luci-commotion-quickstart] Add support for a top-level menu for basic and advanced menu bar swapping (#47)

Please clarify this task. 

Which menu is being replaced? Under what circumstances? What will be contained in the "basic" and "advanced" menus? What is the reason for the replacement and what user feedback supports the proposed change?
