[Commotion-admin] [commotion-openwrt] Feature request: Add ability to notify AP clients of node system events (#54)

It would be useful to have the ability to send a message (e.g. XMPP message
all or SMS) to all users connected to a network or a specific node.

It would also be useful to allow users to opt in/opt out of messaging of this
nature - e.g. form groups in some way.

Use cases:
- Notifying users that maintenance will be occurring on a network/node and
there will be downtime
- Organizing to meet somewhere at a certain time. (could be part of the group
functionality)
