[Commotion-admin] [avahi-client] Modify the avahi-client or avahi daemon to disallow name changes to avoid mDNS poisoning (#1)

I think more generally, we should think about this in terms of the naming requirements in the security model. This is just as much a concern for someone advertising a duplicate or misleading mDNS name for an application as for a node. This is partly addressed by the Serval signatures in the application advertisements, but the security model provides more stringent requirements.
