[Commotion-admin] [commotion-openwrt] Add user controls to modify the Visual Design of Commotion UI and Splash Page (#58)

Summary of UI feature suggestions:
- provide a WYSIWYG editor for the splash page, TOS, etc.
- provide a means for users to visually re-brand the theme.
