[Commotion-admin] [nm-dispatcher-olsrd] olsrd killl logic is too coarse (#2)

The dispatcher brings down olsrd in a largely context-unaware manner, such that it tries to kill olsrd even if it isn't running.  The dispatcher will also kill olsrd whenever any interface is brought down - even if it isn't a mesh interface.
