[Commotion-admin] [commotion-quick-start] Consider exposing all the sections of the certificate tutorial when user clicks “how do I use...” (#33)

There are lots of folds and hidden text in the certificate tutorial page. It might be clearer and easier for users to find information if all of the information is exposed rather than hidden, at least down to the tutorial images.
