[Commotion-admin] [commotion-openwrt] Extend ad-hoc security via symmetric keys (#26)

Allow devices to be placed in a provisioning or pairing mode. This allows for the  evices to generate symmetric keys and exchange them. These keys can then be used for encrypting sensitive traffic. Ideally encryption would be performed using AES-GCM or other form of Authenticated Encryption (AE).
