[Commotion-admin] [commotion-apps] Service advertisement/discovery mechanisms aren't synching (#17)

Going through the "New Application" wizard on a particular node seems to successfully create a new application, but newly-created applications are currently only showing up on the nodes on which they were created, regardless of the specified TTL/hop value.
