[Commotion-admin] [commotion-docs] Improve banner design (#137)

[georgiamoon]

- Two of the three banner items are cut off midway through the text due to vertical alignment issues, when the browser is smaller than the spacing is set for
- Improve the visual treatment on the left/right arrows
- Think about what should be the rotating features / notes, etc.
