[Commotion-admin] [commotion-client] translation before application creation (#24)

Currently all functions that run before the QT application is instantiated do not implement translation in their logging. Research needs to be undertaken to show if this is in error. If this assumption was incorrect then translation needs to be implemented in at least commotion_client/utils/logger.py.
