[Commotion-admin] [commotion-client] Move Crash Reporter to Core Application (#27)

Currently the Crash Reporter is contained within the main window. Because it should be turned on in any mode, and not just the full gui mode, it should be moved to the core application.

currently in ```commotion_client/GUI/main_window.py```
To be moved to ```commotion_client/commotion_client.py```
