[Commotion-admin] [luci-commotion] Updating commotion-debug-helper to not use iwinfo or luci_splash (#407)

Works for what needed to be tested here. However, there are two changes to make:

1. cdh is actually cdh.sh
2. env as a variable needs to be luci.http.getenv.
