[Commotion-admin] [commotion-router] updated config file to include IPv6 and radvd packages (#135)

To test:
Flash a node, and use setup wizard to configure it for the test network.

Make sure it has routes to the other nodes.

Connect to the access point and add an application. Log onto another testbed node and make sure it propagates.

Serve immediately. Refrigerate unused portions.
