[Commotion-admin] [commotion-router] TP-Link WDR4300 splashes clients on Ethernet switch ports (#137)

this becomes especially problematic of someone attaches a downstream router to the node's LAN switch. Since the downstream router can't click through the splash page, it will prevent that router's clients from reaching the internet.
