[Commotion-admin] [luci-commotion] NanoStation M5 - WiFi power level incorrect in LuCi (#446)

Okay - I did a little more digging.

A NanoStation M5 unit has a maximum output power of 27dBm at MCS0 or MCS8:

In the Ubiquiti AirOS software, you can select the power level up to 27dBm, as you would expect (this is a maximum value, so it will automatically scale down for higher MCS levels):

In OpenWRT (Barrier Breaker, I downloaded the most recent release), you can select 27dBm as a possible power level output:

* First issue: you can also select 35dBm output (i.e. 3.2 watts), which is physically impossible for the NanoStation.
* Second issue: when selecting some channels, possibly randomly, LuCi will tell you that the selected value is invalid and set the power back down to 22dBm - the same maximum power that is being reported in Commotion.

@jheretic @dismantl - I would love to see some more testing on this - what do y'all think?
