[Commotion-admin] [commotion-client] Crash Reporter to encrypt to OTI HQ (#15)

The current crash reporter saves all crash data in plain text. The deployment implementation will need to encrypt all crash data for the public-key of the commotion crash-report gatherer.  This will require the following.

- [ ] A version of the commotion-client bundled with GNUPG
- [ ] Crash report warnings if a user does not have GNUPG that their crash report will not be securely tranfered until they get GNUPG
-[ ] Implementation of a python-gnupg encryption mechnaism in the crash_reporter. https://pythonhosted.org/python-gnupg/
- [ ] The addition of the crash reporter and corresponding assets (keys) to our threat model.
