[Commotion-admin] [luci-commotion] Luci field validation (#156)

Right. This is supposed to be a checklist for all the input validation. Once the code is integrated into the various repos, the task is to go through and confirm that each of them works correctly according to the above specs.

I will edit the issue accordingly.
