[Commotion-admin] [luci-commotion] Hostname allows blank values in setup wizard (#159)

Issue resolved @jheretic . Issue was that LuCI uses rmempty by default which will skip the validation process for both javascript and the cbi backend code. I have made the hostname never removed if empty and the password set to not rm if empty during the setup wizard to force it to be entered once.
