[Commotion-admin] [commotion-docs] Sort right sidebar tags by # of posts per category (#24)

_includes/site-tag-could.html provides all post categories with the number of posts per category, linking to the appropriate place in blogindex.html. However, it would be better to have the categories ordered by # of posts in the category, and then alphabetically. Alternately, order the categories alphabetically regardless of number of posts.
