[Commotion-admin] [luci-commotion] Encryption password on mesh network always shows as ON once turned on once. (#171)

The encryption password field is checking for the existence of a password field when it shows as on. Because we only turn encryption on/off and do not delete old passwords when setting an encryption password it ends up appearing as if it is on, even when it is not.

Encryption has been turned on, and then disabled through the menu. Upon returning to the page the encryption password section still appears as shown.
