[Commotion-admin] [commotion-docs] README files for Commotion-Router packages should point to parent (#42)

Because repos are not well organized in Github, Commotion-Router packages should indicate that they are children of Commotion-Router, and that users should start with that repo for build instructions. This should only be 1-2 lines of text.
