[Commotion-admin] [luci-commotion] Mesh over Ethernet requires a full restart to enable (#174)

Adding a mesh over ethernet link requires a full router restart to enable itself. We should explore what needs to be configured to allow the ethernet link to be reset for this purpose with only a network restart.
