[Commotion-admin] [commotion-docs] Updated Developer Resources & Downloads for 1.1 (#56)

@andygunn @areynold - New content looks good. Check out my commit on this branch for a few items I updated prior to merge. Any .md file is converted to a .html file when the site is build, so links to the new pages were adjusted from: 'developer/resources/commotion-router/index.md' to 'developer/resources/commotion-router/'. I also added a new include file for the sub-menu and logic to provide it based on the path.
