[Commotion-admin] [commotion-router] Default commotion configs for supported routers (#111)

Addresses #110 

Commotion's release candidate test protocol requires default config files for officially supported devices. These config files are not called in any way by setup.sh, but can be copied to openwrt/.config before running `make V=99`.

To test: build images using these config files and install on the appropriate devices.
