[Commotion-admin] [commotion-router] Add compile-time protections to compiled code (#22)

Preliminary testing with SSP has gone smoothly. Will move images to internal testbed before opening pull request (opentechinstitute/commotion-router/tree/enable-ssp).

Other possible options include PIE/ASLR, and replacing uclibc with hardened uclibc (https://wiki.gentoo.org/wiki/Project:Hardened_uClibc). PIE/ASLR will increase filesize and memory usage but initial tests with PIE Busybox were smooth. Replacing uclibc will likely be challenging.
