[Commotion-admin] [luci-i18n-commotion] Create individual language packages for easy language install (#5)

This work will be done in the "build repo when it has been implemented." It will consist of a custom Config.in that only loads luci-commotion language packages and a patch to the luci-i18n makefiles that pushes our .po files into their directories before they are compiled into lmo's.
