[Commotion-admin] [luci-commotion] setup wizard sometimes fails to turn off (#143)

Clicking away from the setup wizard applying settings page before it is completed does not allow  script stops the node from setting setup_wizard to its off state.  Possible ways to address this are to add a flag to shut down the setup wizard to the basic menu page so that a click to the admin menu will remove it or to have turned off using a init script that runs on the setting being modified. Another possibility would be to add a new "application adding" page so that there will be no problems with it being set before the application adding page is done, which will cause an inconsistant experience and errors.
