[Commotion-admin] [commotion-router] Create user interface specification for new visualizer tool. (#105)

The first step in creating a replacement for OLSR-viz is doing research into what it should look like and what tools it should use. Steps are:

* Do UI research and create mockups for what the visualizer should look like, with an eye to simplicity, mobile compatibility, and visual consistency.
* Evaluate existing tools that could be used or extended to implement the visualizer, with an eye to small size and cross-platform support.
