[Commotion-admin] [commotion-translation-generator] Add instructions on dependencies and operation to README.md (#5)

I had to install a number of dependencies (perl-git-repository, perl-file-next, perl-datetime) in order to get the script to run. It would be a good idea to add some clearer instructions to the README.
