[Commotion-admin] [luci-commotion] Optimize CSS for size (#401)

After the next round of UI review and changes, the router stylesheets should all be optimized and reformatted for size.

@glamrock suggested [Clean CSS](http://cleancss.com/) as a resource. Even the default settings would save ~6k on cascade.css alone, and strike a decent balance between size and readability. Readability is a design requirement so the most aggressive formatting option is not recommended.
