[Commotion-admin] [luci-commotion] [CLOSED] moved debugger into the status menu (#225)

This change also includes modifications to the makefile to place it in the Commotion controller folder since it should not have its own folder as a sub-package. this will not impact any other packages. it is merely a menu move.
