[Commotion-admin] [luci-commotion] Add CDH failure reporting to bug info file (#220)

When bug reporting commands within the cdh script fail the result of the failure should be pushed to the same file as the debug info so that they can be used as points of inquiry for bugs.

Something like this.

```if (command 2>>/tmp/debug.info); then
"command finished" >> /tmp/debug.info
fi```
