[Commotion-admin] [luci-commotion] Last app category in list does not have a remove button (#371)

In /admin/commotion/apps/settings:

So right now there's Community/Collaboration/Fun, and each have an icon to remove -- except Fun, which is the bottom-most listing. The "remove" button only shows up after you press the "new" button to add a new category.
