[Commotion-admin] [luci-commotion] [CLOSED] Existing values are not being retrieved to pre-populate fields (#314)

In Admin > Advanced > Services > Captive Portal, form fields are not prepopulated with existing values, leading to validation errors on submit.

Check the uci get requests in ~~controller/commotion-splash/splash.lua~~ view/commotion-splash/splash_settings.htm to see that they're being applied correctly.

These changes should be added to the dispatcher-error branch and submitted with #23 and #25.
