[Commotion-admin] [luci-commotion] Create a lightweight visual glossary of illustration components (#113)

Perhaps this could be an issue in project-assets, 1) to store the core Commotion UI SVGs all in one place, but also 2)as an interim step toward the actual goal of this issue, which is to catalog all the image components used in Commotion Router into one spot, and use the recommended implementation to reduce file space usage on compiled images.
