[Commotion-admin] [commotion-translation-generator] Make directory creation more consistent (#2)

The generator script does not use a static point of reference for directories that are created at runtime. This can result in output to undesirable locations.

To see this in action, run the script from two different locations (e.g., `./scripts/parse.pl` vs `./parse.pl`).
