[Commotion-admin] [luci-commotion] Nodogsplash does not restart after changing lease time (#184)

When changing lease time (Admin > Client Controls > Time Until Welcome Page is Shown), nodogsplash does not restart after saving.

Can be restarted manually (/etc/init.d/nodogsplash start) with no errors.
