[Commotion-admin] [commotion-docs] Graphical links have horizontal line behind, rather than underneath (#85)

The graphical links to download materials for [Wireless Challenges](http://staging.commotionwireless.net/docs/cck/planning/wireless-challenges/) are seen "behind" the image, rather than underneath them.

Also, on mouseover, these lines turn into thick black blocks rather than highlighting the link. The entire graphic should probably not highlight, rather a small line or area at the bottom.
