[Commotion-admin] [luci-i18n-commotion] Clean up PO File Generator (#6)

This script probably needs to have some system requirements and setup instructions. It appears to work fine on Ubuntu @areynold but the required perl version and modules aren't available in Debian wheezy. They are available in testing, but since our servers don't run Debian testing, we should probably rebase the script at some point so it runs in Debian stable.
