[Commotion-admin] [commotion-router] Updating from 1.0 to 1.1 with "Keep settings" throws non-fatal dispatch error (#112)

To replicate:
- Flash Commotion Version 1.0
- Complete Setup sorcerer
- Go to Advanced -> System -> Flash firmware
- Leave "Keep Settings" checked
- Flash version 1.1 testing image

After verifying the flash image (screen immediately after selecting "Flash"), another page will load and display error.

After several minutes, the upgrade completes successfully, and the router restarts with version 1.1 installed, with settings from previous 1.0 version.
