[Commotion-admin] [commotion-docs] Css quickfixes (#115)

[critzo]

This pull request:
* fixes the placement and relative font size of the main menu on screen sizes < 480px
* adds a div container to the site-tag-cloud include file
* hides the site tag cloud div on screen sizes < 480px

To test, check out the css-quickfixes branch, and build, then preview using jekyll on a small screen device or with a browser window at small size.
